JOB OBJECTIVE

The Chief of Schools and Staff is responsible for supervising the district's schools, school leaders, and supporting all school programming. The Chief of Schools and Staff supervises and evaluates executive directors and directors and provides guidance and leadership related to principal leadership, school performance, and the effective and efficient operation of schools and school resources. The Chief of Schools & Staff oversees the school-level strategic planning process to ensure full alignment with the District's Strategic Plan. The Chief of Schools & Staff is responsible for prioritizing and facilitating the resolution of critical issues in schools. The Chief of Schools & Staff is responsible for facilitating cross-functional departmental alignment throughout the district by assisting the Superintendent substantially and effectively by providing leadership in developing, supporting, communicating, aligning, and maintaining the highest quality educational programs and services. The Chief of Schools & Staff position works closely, collaborating with executive staff on strategic planning, school improvement planning, improving student outcomes, and enhancing overall organizational effectiveness. This position serves as a critical bridge between central office strategy and school-level execution. The Chief of Schools & Staff is responsible for fostering effective working relationships among executive staff and district departments to ensure a unified approach to student success. ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responsible for the supervision of all the district's schools and school leaders, and oversight of all school programming and extracurricular activities.
  • Provide strategic leadership and oversight to Executive Directors and Directors with frequent, actionable feedback to build principals' leadership, instructional and management capacities, resulting in gains in academic achievement for students.
  • Provide and oversee effective management, coaching, and mentorship of school leaders in order to drive significant student achievement gains.
  • Analyze data from multiple sources in order to determine appropriate initiatives for the continuous improvement of all schools.
  • Create collaborative and effective communication channels between district office staff and school administrators.
  • Collaborate with district office staff to evaluate existing programs, services, and practices impacting schools.
  • Allocate and monitor the effectiveness of mentoring and coaching resources assigned to provide differentiated support to schools as needed.
  • Establish and maintain clear, consistent interactions with parents, families, and community partners to receive input and feedback on the effectiveness of our schools, and to resolve concerns.
  • Develop and build a high-performing school structure focused on supporting the work of school leaders and their leadership teams.
  • Monitors the work of school administrative teams in devising, implementing, and executing a plan of action for school improvement and student achievement planning.
  • Maintain constant communication with the Superintendent regarding all schools' overall operations and student activities.
  • Prepare and present reports on school achievement and program effectiveness to the Superintendent and School Board.
  • Engage with the Superintendent and fellow district leaders to develop communication systems that ensure the smooth flow of information (both vertically and horizontally) to best support schools and increase student achievement.
  • Keep abreast of current educational trends, practices, and proposed legislation impacting the schools, and ensure that appropriate staff are kept up to date.
  • Manage multiple ongoing projects initiated by the Superintendent, aligned with the Strategic Plan, and generate ongoing strategic reports.
  • Foster meaningful relationships with families and community stakeholders to build a strong vertical structure that supports the learning of all students.
  • Manage and oversee large district budgets.
  • Performs other duties as assigned by the Superintendent.

OTHER DUTIES

  • Serves on the Superintendent's Executive Leadership Team.
  • Supports the oversight of the District's Leadership Team.
  • Engages in negotiations with the union, as needed.
  • Coordinates long-range planning activities to support the Strategic Plan.
  • Performs any other related duties as assigned by the Superintendent.

QUALIFICATIONS

  • Master's degree from an accredited college or university in the area of curriculum and/or administration or other relevant field required; Doctorate degree preferred.
  • Minimum of three (3) years of current executive-level, public school, central office experience required.
  • Minimum of three (3) years as a building principal required.
  • Minimum of three (3) years of successful experience as a teacher in public schools.
  • Central office leadership experience or equivalent education, training, and relevant professional experience are also considered.
  • Ability to work cooperatively with others, demonstrate self-discipline and initiative, and follow state and district guidelines.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid or eligible to receive the Oklahoma Standard Principal Certification
  • Valid or eligible to receive the Oklahoma Standard Superintendent Certification
  • Valid or eligible to receive the Oklahoma Teaching Certification

  • Administrative leadership experience working in a mid-to-large school district system.
  • Experience leading large-scale district implementation initiatives through effective project management oversight.
  • Experience with data-driven decision-making and continuous improvement processes that lead to improved student outcomes.

  • Experience in providing professional development and coaching to teachers, administrators, and district-level staff.
  • Knowledge of budget planning, strategic project management, and policy experience.
  • Strong background and proven track record of guiding the strategic planning process to support the district's goals and programs.
  • Strong background and proven ability to speak effectively before large groups and high-level executives.
  • Strong background and ability to establish and maintain effective working relationships with several district departments, officials, staff, and the public.

SUPERVISORY

  • Details of Supervision:
    • Provides direct leadership, oversight, and direction for the effective and efficient operation and academic management of schools and strategic initiatives; ensures appropriate and equitable educational opportunities for all students; directly supervises directors, executive directors, student activities program, athletics program; school administrators, departmental leadership, and other central office staff; serving as a liaison between the Superintendent's office and various constituencies, as appropriate.
    • Responsible for direct administrative supervision of schools, school programs, centers, and assigned departments for developing effective working relationships with several executive staff and district departments.
    • Responsible for carrying out the responsibilities of the job in accordance with the Edmond Public School's policies and applicable laws and procedures.
    • Responsible for supervising school principals, driving student achievement, and managing school-level operations. Responsible for developing school leaders, analyzing data to guide improvements, and ensuring strategic alignment across all campuses.

WORKING CONDITIONS AND PHYSICAL DEMANDS

Duties are performed in an office, in schools, district facilities, and wherever the business of school oversight is to be conducted. The position requires working evenings, nights, and some weekends. At times, overnight travel is required. Must be knowledgeable of and physically able to operate a variety of equipment, including a personal computer. Must possess a valid driver's license and be physically able to operate a motor vehicle. Work usually requires walking and standing. Requires the ability to talk, hear, and communicate effectively in a variety of communicative ways.
